City View Park
City View Park is located in the Russell neighborhood, once one of the country’s capitals of jazz and blues and the stomping grounds of Muhammad Ali.
City View Park's residents have for years advocated for reinvestment in Russell, which, though located near Louisville’s vibrant downtown and central business district, remains cut off by major road infrastructure and systemic poverty. Its residents are primarily African American (90%, versus 21% city-wide), and employment opportunities have slowly dwindled, placing home ownership beyond the reach of most area residents.
City View Park’s revitalization story begins with strong resident advocacy. This tenacious group of resident leaders contacted the Telesis Corporation, which transformed the community and improved its safety and management practices.
Residents are currently served by local partner organizations, including an on-site food distribution program called Dare to Care, an on-site clinic called Park DuValle Clinic, and a nearby YMCA and branch public library. In 2015, the wider Russell neighborhood was awarded a $425,000 Choice Neighborhoods Planning Grant to embark upon a comprehensive redevelopment plan.
